MINUTES OF SELECTMEN MEETING – July 12, 2010 5:00 PM

William Salomaa, DCR, Director of Dam Maintenance spoke with The Board of Selectmen on a two year, three million dollar MassDOT and office of Dam Safety project. ~The emphasis for the first year is on opening the road. ~This will involve a temporary closure of the road from October 15th to April 2011. ~This will require an early lake drawdown of September 15th, and the priority will be to get the road back open by working on dam embankment, repair the road, create temporary stop log structure on spillway, and demolish gatehouse. ~A new prefab deck is expected to be in place by end of January, early February, so that one lane of the bridge can be opened soon after that. ~The understanding is that the contractor will plow the Belden Road access when Otis plows during the winter. ~The dam road is to be raised three feet
and straightened, the downstream slope will be flattened, the masonry walls will be repointed and a new concrete splash pad will be installed, and a sidewalk with a railing will also be installed on the downstream side. ~The second year will be the installation of a new crest gate with a house for it, to better control the water flow and the level of the reservoir. ~The stop logs installed during the first year will remain.
William Salomaa, stated that the DCR will be hiring a contractor to plow and maintain the roads from Belden to the Dam. A request was made that the contractor be generous with sanding. Also, the roads need to be clear for the first bus run. Communications will be available from the Tolland’s Department of Public Works.
Tolland’s Emergency Services – Town of Sandisfield ambulance will respond with an approximate time of 15 minutes. Provided EMT’s are available. The Tolland Police will include to the dam in their patrols. Tones will be directed to Tolland’s Fire Department.
Craig Morton, who runs Camp Overflow has concerns with the condition of the roads. Mr. Morton, requested the DCR relocate the family and the request was denied. The Morton’s have a 17 year old daughter that will be using the roads.
During the Mud season Wayne will post signs for Local Traffic Only. Wayne will also communicate regularly with Chris, Town of Otis Highway Superintendent.
Robert Gery, Tolland Building Committee Chair requested a response time from Tolland’s legal Counsel of 10 days. The Board of Selectmen and John Verones, Project Manager will meet with Jeremia.

Letter of Obligations
Mr. Rendulic and Miss Clyne from USDA presented a “Letter of Condition”. The “Letter of Condition” detailed all the steps and requirements that had to be fulfilled to obtain the loan commitment as well as the necessary forms needed from the Town. Forms needed from the Town to further the process were reviewed and signed by Eric.
An email was received requesting Tolland’s website be listed in the Tattler.
It was mentioned that some members of the Wildwood Association are stopping cars as they enter the association. The Board has liability concerns with cars being stopped. The Town of Tolland is responsible for Beetle Road before the stop sign. The Board of Selectmen has requested that if the association continues to stop cars that it needs to be done after the stop sign.
The Transfer Station will not be open during any legal holiday. A sign has been ordered stating the holidays. The Transfer Station should always have an attendant when open.
